Pursuant to federal legislations, the BGMPO is required to set and show demonstrable progress towards meeting performance targets and reflect those targets in their Metropolitan Transportation Plans (MTPs) and MPO Planning Agreements with transit agencies, NCDOT and other planning partners. As a result of its regional five-year average crash rates (Table 1) the BGMPO TAC in 2020 approved the development of a Highway Safety Program (HSM). The HSM is the structural framework that the BGMPO will use to implement transportation safety measures and evaluate system safety performance. The HSM’s objectives are to raise safety awareness and change public attitudes and behaviors to reduce crash rates within our region. The HSM is based on the five “E’s” of traffic safety: Enforcement, Emergency Response, Engineering, Education and that Everyone has a role in reducing crash fatalities and serious injuries. The development of the BGMPO Transportation Safety Plan is a fundamental outcome of the HSM.
The Transportation Safety Plan (TSP) is being developed by VHB, Inc. and is aligned with the BGMPO 2045 MTP, federal national and emphasis planning factors, NCDOT’s Moves 2050 Long Range Plan, the NCDOT’s Highway Safety Plan and NCDOT’s Vision Zero goal to “reduce fatalities and serious injuries by half by 2035 moving towards zero by 2050”. The TSP will provide the region an in-depth analysis of traffic safety conditions and produce data-driven metrics that may be used when selecting and prioritizing transportation improvements.
