Metropolitan Transportation Plan

The Metropolitan Transportation Plan (MTP) is the long-range transportation plan for the Burlington-Graham MPO. Prescribed by federal regulation, the MTP is used to outline transportation goals and objectives and addresses issues and impacts over a minimum 20-year horizon. The MTP produces a prioritized list of multimodal improvements that can help fulfill future transportation demand and needs. MTPs are required to be “fiscally constrained”—any project recommendations must be tied to committed or available revenue sources.

The MTP is developed through a cooperative process led by the BGMPO that incorporates input from FHWA, NCDOT, transit operators, stakeholders and the public to create a vision for the future of the community. As required by federal regulations, the MTP must address the following planning factors:

  • Support the economic vitality of the metropolitan area

  • Increase the safety of the transportation system for motorized and non-motorized users

  • Increase the security of the transportation system for motorized and non-motorized users

  • Increase the accessibility and mobility of people and freight

  • Protect and enhance the environment, promote energy conservation, and improve quality of life

  • Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight

  • Promote efficient system management and operations

  • Emphasize the preservation of the existing transportation system

  • Improve the resiliency and reliability of the transportation system and reduce or mitigate stormwater impacts of surface transportation

  • Enhance travel and tourism

The Burlington-Graham MPO is required to update the MTP every five years to ensure compliance with the most recent federal transportation planning regulations. The current MTP, titled Getting There 2045, was adopted by the BGMPO on June 16, 2020. 

MTP 2045 

Getting There 2045 is the Metropolitan Transportation Plan (MTP) for the Burlington-Graham MPO that serves as an update to the 2015 plan. It is a comprehensive plan that defines the transportation network that will serve the existing and projected transportation demand in the Burlington-Graham MPO over the next 25 years. Opportunities for public engagement were made available throughout development of the plan.
